Livia Condo TOP: There will be light at the end of the tunnel!

While I believe that CDL could have and should have done better by providing Livia owners a full explanation instead of an unrealistic date and silence (all the latter does is create frustration and break down trust), I think CDL is as anxious as we are over the extended amount of time it has taken BCA to approve the TOP. The earlier they obtain the TOP, the sooner they can draw down our $$$.  

My heart goes out to those who have sold their houses and run the risk of having no roof over their heads if TOP is delayed further.

I am still a little bit (2%) excited but not as excited as I was (110%) when I first learned that TOP was estimated to be in April. I figure it will happen when it happens so just wait and see and hope that there will be light at the end of the tunnel…………..soon!

This will probably be my last photo update until TOP because the building facade looks almost the same and there is no big difference visible in the last 1-2 two months.

  4. Hi HW, you might want to check out the action zone pics in the April 30 post as they look the same now as they did 2 months ago except for the trees have grown taller :-). In reality the action zone is different from the artist's impression. The artist's impression shows adventurous facilities built on slightly sloping ground with plenty of open space for kids to play and run around. The actual adventure playground is built on a narrow concrete platform with limited space.

  10. HW, yes very much indeed. Have to unplug my home line and ignore all unfamiliar numbers that comes on my hand phone since last year. These guys are real persistent and its a little disconcerting that they even know my rented address after i sold my previous property.

  12. HW, I am not too sure if they got your address and phone from CDL..they could have likely gotten the details from the caveate lodged by our respective lawyers when we did the purchase. The caveate lodged could be accessed by any member of the public:-))

  14. Watch the you-tube video "Dove ruins Kitty's nap" for some distraction and it's bound to put a smile on your face. It's quite amazing that a dove and a cat could live harmoniously together in such a playful and heart warming manner.

    Has anyone thought of suing CDL for the inconvenience, stress and anxiety caused by this long delay?

    Just complaining on this blog is not going to change anything.

  16. There is no basis for suing CDL as they are under no legal obligation to deliver possession before 31 Dec 2011 (as stated in the S&P). Even the letter informing about April TOP only said that it was estimated, no firm commitment was given.

    Owners who are affected by this delay are naturally frustrated and this forum provides a platform to air one's views and frustrations too! What else can we do anyway, except complain and keep our fingers (& toes) crossed and hope for TOP asap?

  18. Livia till todate still unable to obtain TOP, as conveyed is sometimes May 2011.I heard somethings with project, not approved by BCA .. Can someone help to verify.. Bcos I nid to renew/extend my present rental. Just called CDL to, they can't give me a confirm date ??? Why as a developer, they cant confirm the date ?? Thanks

  19. I think we shd start with a Defects(Unit) monitoring blog to exchange what are the common defects at unit.easy for 1st timer to aware.. Anyone else familiar with this.. For my previous unit, I ever engaged a private Building Surveyor to chech for me.. Less than 1K..But its really worth it..He had inspected more than 3 hundred for my previous home..Since we are layman.. a lot of hidden defects we are not able to detect..If we group together to engage one in the market, probably the price will be much more cheaper... Who can organise this..

  22. I am rather happy that the TOP doesn't come too early and would rather move in only when all the dust has settled. By looking at the situation, it seems that we would probably be handed the key earliest by next month. In a normal process, it takes around 1 month from the TOP date til the day that you can move in. Reason being that the lawyers/bank would need couple of weeks to settled the payment/snail mail to reach us / days that we need to reserved and being handed the keys / days to inspect and rectify / time to fixed up at least the basic lightings/curtain etc. I cannot imagine anyone moving in before the 15th of August even if Livia would have TOP by end of the week.

  23. Yesterday I managed to sneaked in with one of my friend doing the subcontract work there..a lot of hacking works still on going ?? I managed to walk to my block 73..They are still recifying the defects in the units.. Very dusty and incomplete yet... and a lot of workers there.. Checked with one of the staff there.. as conveyed they failed the BCA inspection due to something not complianced. They are rushing to rectify the defects now ?? Anybody got infor from BCA ?? Nid someone to verify, bcos I nid to extend my current rental.. Dont know when can I collect my unit.. It seems that I nid to extend for additional Six months($$$).. additional cost to me..end up ~lost another 25K...Hope that the quality there wont disappoint me..

  24. Defects and hacking works in the units and not the common areas? If that is the case we must be very careful after we took posssession of our units. Must check very throughly for defects.

    Please make sure when you get your keys to your unit you knock on the interior walls ie walls between bedrooms, between dining room and kitchen, between bedroom and toilet etc ti check that they are concrete. Heard from a friend who said someone bought a unit from a reputable developer only to find out that the interior walls separating the various rooms were not concrete but some hardy wood materials. Compensation was given to the residents but the whole thing was hushed up for fear of affecting the value of the property. Sounds ridiculous? I am not too sure...better be safe than sorry. I have had my fair share of traumatizing experience from my previous condo unit. For a year my family had to live like refugees bcos of the massive toilets renovation. It lasted a year bcos after each renovation the defects appeared again after a few weeks. We had to put up with noise, dust and lung infection. Good thing it as a reputable developer that was responsible but could you imagine the terrible inconvenience of having renovation in your house for a year?! For a year we had various contractors moving in and out of our home more than any relative or friend. That was a real lousy feeling especially when you had paid upfront cash without a bank loan but I suppose it meant nothing to the developer whether it got paid direct from the buyer or his lending bank. At that point it felt like we bought an expensive rotten apple with cash:-((

    Mean bay window need to check out also that is sufficient of strength to support. But how to check?? as we are not PE to check of its. Cos' some owners may covert bay window to a custome made bedframe.(like me lor~)

    But CDL is under good reputation developer, think can be trust.

  30. My freinds advised me to engage a Building Surveyor to chk for us.. A bit of $$ but solve all our problems..They are more professional... and they'll fight for us too if the defects did not rectity correctly. Since the units still on going on defects rectification works. I dont think we can collect our units soon..very disappointed.. Check with my lawyer, we cant do anything at the moment.. Once we've rec'd letter from developer and take over the unit.. They've 30days to rectify the said defects.. Woh lau!! we've to wait such a long time..is a $$$ to my family now..hope they can expedite on rectification and get TOP soon..

  36. The developer mentioned was a govt related company and was responsible in that it did go all out to help when the problem persisted. Also my request for the final solution was accepted besides paying for my hotel stay and the professional cleaners to clean up the place daily by 6pm. Also, watch out for water seepage on external walls ie walls that are facing the outside of the unit. Another property I bought from a smaller developer gave me a terrible headache. After spending $100k on reno that included wall features using imported maple wood panels and bed head panels some of these wood panels on walls that faced the weather elements had water marks on them and the sigmalto paint peeled due to water seepage after a bout of heavy raining season 3 months after the warranty expired. It also gave off a damp musky smell during the raining season. Needless to say in this case I could not get the developer to pay for the rectification works as the warranty had expired. In the end, the MCST had to pay for the works as it relates to the exterior portion of the wall. Good thing a number of units had that problem and they were rectified at quite a hefty cost. If you are thinking of doing wall features or extra shelves or cabinets on external walls suggest you request your ID do water-proofing on the walls before building the structure just in case there could be water seepage after the warranty expires.

    Called up on Monday this week, CDL said that TOP is expected to be in the 3rd week of July.

    Just called up CDL a few minutes ago n TOP is now expected to be END of JULY!!!

    I am really frustrated! When is this guessing game ending?

CDL should be professional and they are not, fine if they think the building is not ready to be TOPed spell it out, inform us and let us know why, Im sure if we know the reason we wont be bugging them with calls day after day after day and those houseless / homeless ones can also make the necessary arrangments and etc

  41. No use calling them to ask about TOP. They are clueless. Only those on-site know better. Someone already said he saw them hacking the units, definitely not so soon. I suspect water leakage problem.

  43. Bought a condo from CDL before but the construction company was Dragages. FinIshing was good and had no problem at all even after 5 years. I hope to have the same experience with LivIa.

  44. I drove past livia today, saw some men near the entrance, one of them was in SCDF uniform and looks kinda high-ranking.. the others looked like engineers. I suspect the problem lies with the bomb shelter. All our units dont come with bomb shelter isnt it? I think it's a requirement, even for HDB flats. It's terrible if they are trying to fix a problem as major as this.. It's already July, doesn't CDL feel bad at all doing this to us? :(

  46. Aiya,look at the situation now, Livia really got big problems..TOP aldy delayed fro Apr till todate.. Still no news at all.. Contractor still hacking the living and dining hall floor marble...I heard is due to different colour tone.. I really worried about the quality there..I've prepare to extend my current rental for the next six months..is really a burden for upgrader like me..But really hope that the Developer should look into the quality matter..Can someone share wat are the common defects during handover keys.. How to check.. Could someone to share their value experiences.. Thx

Dear Fens, my family bought 1 unit @ cdl Arte...when we collected the unit, they gave us a thick stack of paper.. quite confused @ tat moment..dont know wat r they talking, just signed blindly..when we entered the unit, is shocked us tat the floor marble finishes totally different as what we c in the showflat..which is very rough and not smooth..& the construction company and the staff there told us is acceptable under BCA quality mark scheme..As a layman quite confused at that moment..Checked n called up BCA quality mark department and check with them " how they can approve this workmanship"and they refer me back to Architect..Woh lau ya...we r layman, how to fight...end up we spent more than 4K to do up the marble floor. as for Livia, tis is my own unit..I believe they r going thru BCA quality mark again..probably not acceptable by BCA..There is a web page under BCA quality mark can help us how to check..I oso learn a lot things from there....Probably after collection our keys, we shd organise a fair to invite BCA come to guide us how to check defetcs..

  51. I think they r going thru BCA Quality Mark chk..I bought 1 unit from CDL-Arte. During handover time,they issued us 1 Quality Mark Cert by BCA. Tis to prove tat the unit is checked and cerified by BCA...But we had a traumatizing experience from tis condo unit. When they handed over the unt to us, it'sshocked us tat the living floor marble is rough finishes. tis is totally diff with wat we c at showflat..But during meeting with developer, they told us tat tis is acceptable by BCA..we called up BCA, they push it to Architect..hopeless, end up we spent more than 4K to repolished the marble. There is a web page under BCA Quality Mark, can learn a lot of thing from there.. probably we can organise a fair after collection of keys to invite BCA to give a talk on "How to check defects.."

  52. Agreed with u..I had the same experience too. but different developer.. We oso rec'd Quality Mark Cert by BCA from them.. But end up more than 200 over defects..I wonder how they certify...Can we invite them down to verify ?? Whoe going to $$$ for it ??

  62. Hi Anonymous, let's all stay calm. if it was internal units that are defected, they certainly would not push for the all 10 blocks to TOP at the same time. I honestly believe some of the common areas need a bit of touch up... perhaps groud too slippery etc so let's just hope they rectify these issues and we can all move in soon. I've called my furniture people to postphone the deliveries for the 2nd time already. Really hope we can all hear good news soon. With regards to the property softening etc, let's just say no matter what, we are much better off owning Livia than NV, so dont worry too much... :-)

  64. Yes. they must really must rectify the unit defects properly. But I'm not confident with tis construction which built my brother condo at west coast drive with same developer. They submitted more than 300 items of defects.Hope developer can take it seriously. Thanks

Please bear in mind that some Livians' are from the Chinese language stream, and some others could be from non-English speaking countries such as Japan, Korea or Eastern Europe which have the English language as the second or third language. In fact, I applaud them for daring to try writing in English despite their limited exposure. Given time and encouragement I am sure they will be able to better their command of the English language. Even for me, despite learning the English as the first language my command of it is far from perfect. Apologies.

    FYI. You could call your lawyers to Call the payment for bank to release the 25% TOP loan payment, shortest is 3 days and still could make it by July 29(Last Day before 7th month).

  97. Dear All livians, my fen jus collected a unit in Livia last week. Heard from her the conditions quite bad. She found a lot of defects during handover of unit. She quite angry and decided to engage a Building surveyor to check for her.I'll be at her unit tis weekend to c wat types of defects she referring to.. She complaint to me tat tis condition should not hand over..Will report after I visit her unit.. Btw how am to post defects pics.. Pls advise..Thanks
