The beginning of Liviadventure....

Due to popular demand (okay...........just a handful of people:-)), I have decided to keep this blog open for a little longer.  

After years of anticipation, Livia finally obtained the TOP. A sneak preview of the new Livia on a breezy Sunday afternoon proves that we made a right choice and that the long wait is definitely worth it. We get a real sense of indulgence and are very excited about moving in and meeting our new neighbors. It is the beginning of a new adventure and we will continue to take pictures to capture every part of the process and some wonderful memories - for sharing and for fun. 

I would like to thank you all for your support of thirteen-thirty-livia. As I mentioned in my previous post, this blog has little to offer. But I believe there are Livians out there, especially those who prefer to remain anonymous, will find this blog useful and see this as an alternative platform or avenue to voice their opinion and share experiences. I may not update this blog as frequent as I used to be but do stop by while you are out there surfing the net for you might find something you like!

May all of us find our new addresses bring lots of luck and happiness. Best wishes!

    Its really a great & awesome place to live in!
    A word of caution for those who will be moving in.
    Qualilty and finishes of the flooring,doors and walls sucks! You should be able to pick up about 50 to 100 defects easily
    There are far too many defects like chippages, uneven surfaces, cracks and poor vanishing work done on doors and flooring. Can you imagine that CDL collects surveyor fees of $327 from us and claims that every individual units are 100% check and cleaned before handing over.
    The yard area will be a huge disappointment as that area is so tight. The allocated washing Mc area comes without window to prevent rain water from splashing onto it. Management does not allow windows, grills or blinds to be installed at this area.
    We are deceived by the developer's show-room and their renown quality standard!

  7. Hi! Yeah.
    Any defects shall be reported within 12 calendar months after you take possession. You are to notify the developers of your complaint in writing and to give then 1 month from the date of your letter to rectify the defects. If the defects are still not rectified upon expiry of the said 1 month, you should notify the developer in writing of the cost of the rectification works which you will be carrying out... (all this in clause 17 of the sales & procedure agreement). Remember to keep your lawyer inform, so that they will deduct the amount from the stakeholding monies. I remember they are holding $50k for this purpose.

    Yeah got keys and checked.
    You are given 12 months from the date you take possession of your unit. After you have your written defects reported, developers will be given 1 month from that date to complete. Upon expiry of the said 1 month, you should, if the defects are still not rectified, notify the developers in writing of the cost of the rectification works which you will be carrying out with a written quotation from your contractors informing them that if they fail to rectify the same defects within the next 14 days, your contractors will carry out and the costs thereafter will be deducted from the stake holding monies.( I believe $50k has been set aside ). Remember to keep your lawyer updated.

  10. I have brought my ID to my unit and i asked him about the flooring ( mine is the 4RM type). He said they are homogenious tiles but when i spoke to CDL rep , they told me the flooring are compressed marbles !
    Do u guys know who is right ?? thks ..

    CDL is right. Its compressed marbles (marbles + granites]. Take note that most walls are not solid concrete, esp toilet is pre-fabricated. Do a "knock-knock" around and you know the difference.

    The Defects Liability Period (DLP) is "the period of 12 months from the date the Purchaser receives the Notice of Vacant Possession in respect of the unit". (S&P 17.1). So it is 12mths from the date the letter is received, not 12mths from the key collection.

  15. I removed all the interior photos because that is not my unit and the location of the unit can be easily identified from the pictures. I am concerned that the owner might get upset if he/she finds out that someone (me) sneaked into his/her house, taken photos and posted the photos on a open blog.

    Just imagine you are the owner of the house.................I hope you understand!

  16. Hi all

    Has anybody run through the resident's Handbook CD?

    As I have 2 young children, I need to install window grilles and sliding grilles at the balcony for safety. When I checked the handbook, I am very disappointed with the designated grille design. The spacing between the grille cross sections are so narrow that it will block most of the external view and sunlight into the house. i would say almost like a grille for the jail.

    I had appealled to the management office for a modified or alternative grille design but got rejected.

    I would like to seek feedback and opinion from the other Livia owners on the designated grille design in case I am the only one complaining and before I appeal again.

    By the way, I would like to thank Darren for continuing the blog so that I could have an avenue to share my experience with my new house with everybody.

  17. I have to agree that I am far from crazy about the design of the grille that looks so "caged in" that it gives an almost cell-like feel because of the uniform horizontal bars.

    However, I am not sure if it will block out sunlight or the view entirely (but the view is undoubtedly better without the grille) because of the gap of 9.2cm between bars. On paper, the diagram seems to give an impression of much narrower gaps between the horizontal bars.

    If CDL do not allow close up of yard area and inflexibility in grille design, I suggest owners band together with a petition to the BCA directly, imho.

  21. If someone is putting up a petition I will land support by signing the petition though I have no need for the grille. The design totally lacks esthetic appeal and may well negate the whole development's image.

    I am totally perplexed and vexed at how this design comes about. Pretty dump to me for one to come up with a design with rows and rows of horizontal bars. Such a display of lack of effort and design creativity.

    However, not too sure if BCA has teeth to give our petition enough bite aa it is not about safety or technical issues.

  22. Forgot about the issue of closing up the yard area which I am also keen to do. Believe this could come under the purview of BCA as it's about building design in which case BCA could hopefully help reverse CDL's guideline.

Livians who need to install grilles may wish to consider asking CDL to bring in a vendor to display samples of the main metal gate, bay window screen, backyard security screen and the sliding door grille for display at the function room. This will help greatly perhaps for a more informed decision.

    We did that for a condo by Keppeland previously. Comparing the designs from both developers, Keppeland's grille design was totally non-intrusive to the eyes and blends in perfectly well with a resort theme too. With subtle curves and lesser bars (a mixed of vertical and horizontal designs to break the harshness from uniformly horizontal bars) the design did help a lot to make the grilles less cell-like and unobtrusive to the outside view.

  25. Received call from Condo Manager this afternoon informing that apart from grille design, we must also comply to curtain and blind guideline. I think there are too many rigid rules and they are definitely going to limit our home design creativity.

    I had asked the Condo Manager to feedback to the Architect to provide samples of the grille, curtain and blind. I don't think it's fair to us to pay premium or make extra effort to search for the materials that meet the requirements.

    Has anybody put up a petition? I will definitely give my full support.

    Btw, wish to apologise for my confusion. First time participating in a blog. I should be thanking Our Livia for this Blog.

  26. There are a number of issues here regarding the constrain on choice of curtains and blinds. Heard the colour is grey satin.

    Firstly, even an ID illiterate person knows that the colour of the curtain must match the colour of the furniture in a room. In other words we would be greatly constrained in our choice of furniture.

    Secondly, colour is a very CULTURAL matter. Try hanging grey curtains in my late aged but feisty mother's room, I would be thrown out of the condo window for being disrespectful to her. To her grey, black, white and blue are inauspicious and such curtains are equivalent to cursing her to an early demise.

    Thirdly, is there anywhere in the MCST by-laws that say that the development management has the legal right to impose choice of internal furnishings of individual unit? I don't know law but even if there is such a ridiculous by-law then we should petition to the government to concentrate on governing the country and let home owners take care of their home furnishings and remove such by-law.

    MCST by-laws are meant to ensure the welfare of the owners in a development, to ensure owners have general guidelines to abide so that there is harmonious communal living, enhance safety and beauty, and thus the value of the development for the benefits of all residents. They are not meant to be misused by developers or their architects for their own joy to impose unreasonable and frivolous restrictions on owners causing anxiety and inconvenience to them.

    I do not advocate confrontation and always believe in logical, level-headed and professional approach towards a solution that is win-win for all parties. In this case I feel the condo architects have way crossed the line. Livians are not ulu people who came from some faraway unknown stars. The condo management should jolly well urgently feedback to whoever the architects are, and to bear in mind that its first duty is to serve the residents who are paying the maintenance fees and the condo management fees. Any overbearing and unreasonable restrictions would invariably result in strong reaction from all Livians. Be professional, be reasonable and start off on a good footing with mutual respect.

  27. I do now wish to waste any more time about the compliance to curtain and blind restrictions. If there is a kind soul out there, please refer the condo manager to my comments from this blog.

    We will be more than happy to hear his reasons for such frivolous restrictions, other than it is instructions from whoever the architects are over such restrictions that caused unnecessary anxiety and inconvenience to owners. Rest assured Livians will not take this lying down.

    I agree with you that confrontation is not the way to resolve matters.

    As you mentioned, by-laws are guidelines to maintain a harmonious "kampong" for residents.

    I for one, will have my own colored curtain. If the so called greenhorn maintenance person insist the grey satin ones, ask him pay for it !

    As for the grilles and cover in the yard, perhaps the Design Engineer should have an audience with the residents to explain his concept.

Whoever the architects or design engineers are of Livia, they either blindly copied the guidelines of existing projects or they are seriously lack of human touch in designing and imposing unreasonable restrictions which affects the well-being of the residents even before they move in......Outrageous!

If the architects do not know how to back off while they could, then they shall take full responsibility when we will broadcast to the whole web world that CDL developments have restrictions on owners' internal furnishings. I do hope they know what kind of PR nightmare they will get CDL into.

  40. Just received news from Livia Mgt Office that the CDL top management had overruled the architects and decided not to impose the curtain and blind restrictions. Very glad that common sense prevails and mutual respect is maintained.

  44. Hi, just wondering if anyone under Phase 2 received their keys? We called CDL and the incharge mentioned that letters will only be sent out after mid September as they need to clean up the units. What's wrong with the units that require cleaning up?

    When we collected the keys to our unit on 01Aug I put up a request with the CDL officer to hold an owners-only weekend open house for Livians under the 2nd phase. She told me that it's not possible bcos they were still doing the final touching up for the blocks under phase 2. As at last week could still see workers in those blocks but didn't check it out.

    Will check things out at my next visit coming wk provided the lift lobby to those blocks are not locked.

Also i got no money to buy kar la so wher got kar. Tings nowsadays so not chip belly expansif and kar means ah COE wat TPE den ERP summore got CBD or wat.   59. I believe most of us, if not all, are decking the planter areas. I am looking into it with two sources instead of joining the forum for the bulk purchase as I need to move in fast and has to get it done within the next two weeks if possible.

    You may wish to approach Our Livia for help to check with the forum members for other suppliers.

  64. Had quite a good experience collecting the keys on 1Aug. The staff seemed rather genuinely warm, offering generous smiles and hot beverages of teh tarik and milo or coffee. The officer in charge of our unit was very friendly compared to my previous experience from another govt related developer.

    I would rate CDL's PR at that point as surpassing my expectations in its attention to details such as providing a goodie bag that contained 2 bottles of mineral water, a sun jar with a solar panel that can emit light in the night in case the electricity for the unit is not turned on yet, providing a light bulb at the entrance near the dining area, two interior design magazines, info on how to care for the unit's flooring, notes on how the PD door, dimmer,etc works; all in a nice tote bag.

    Wonder is it an exercise to overcome the bad publicity and experience of owners over the wrong projection of TOP date. However, how it manages the defects list submitted is another critical turning point that may so decide the final experience with CDL.

  66. Just as perplexed here. Last Sunday (7 Aug, 3.30pm) was an example of grave concern. Lots of HSR agents in uniform were walking the Livia ground in pairs or three's on their own. The main entrance barrier was lifted up permanently for cars of the agents to move in and out, and parking indiscriminately. Wonder what on earth were the security doing (and was kopi money involved??).

    The P.R. Grove side gate was also held wide open with a piece of rock and people were walking in and out with no problem. The security stayed glued on his seat in the guard house and was not bothered by what was happening at the side gate which he could not see while seated inside the guardhouse. Rather that the "open house" be availed to residents for the 2nd phase than to a group of agents.

    CDL should investigate thoroughly who was responsible for authorising the unofficial "open house". It is a great security risk especially for those of us who have young children, and especially of concern is the vast landscape that stretches to the more remote areas near the Api Api river. Not forgetting that not too many years ago a lady doctor was murdered and raped by an intruder in an Orchard Road condo pool toilet. Had given feedback back to the CDL officer and told them in no uncertain terms that such security breaches in the future were unacceptable to Livians as it made a mockery of the whole security system that does not come cheap.

  73. Was at Livia whole of yesterday from 9.30am till almost 7pm. Finally, all the lights, utility room shelving rack, and that little ding dong door bell were up. The shelf company also brought in staff to propose something for the planter area which we are looking into.

    A few families have already moved in. Next week will up all the day and nite curtains,roller blinds and venetian blinds. The week after the new furniture. A week after that the BIG MOVE. Then a few weeks if not months of the BIG UNPACK. Then the holidays at Livia Resort and Spa can really finally start...PHEW!

  89. Find the energy-saving gas heater a unique feature at Livia. It's the first time I ever used a gas heater. The instructions on paper seem a little complicated but hopefully it's not too difficult to use in practice.

    Also find the false ceiling in the bathrooms rather solid. It's half an inch thick and hard like concrete. Was told by the electrician it's meant for water proofing. Was charged extra $7 for installing each down light in the bathrooms because he had to use a heavy duty electric cutter (meant for cutting concrete) to cut the holes for the down lights. But at least I don't have to worry about water heater leakage which happened to my two previous properties that resulted in buckled ceiling after water leaks from the faulty heater.

    I have the same leakage problems with my current place. After fixing the water heater leakage and the ceiling, the handyman put a stack of old newspapers underneath the water heater to adsorb and prevent the water from seeping through the ceiling board if it happens to leak again. it seems to work, well, for the time being!

  97. Xcited2, some of them said that the air con is too close to the ceiling in the dining and living room, thus cannot make cornis or false ceiling. Is there already a false ceiling?

  98. HW, afraid so that the air con is too close to the ceiling for running a cornice above it. For those who wish to have cornice, one way is to run it till just before it hits the air con. But I believe you would need to have a gap of at least 1 cm so that the air con blower could be stripped for maintenance or repairs. I think it may not be so obvious as most people will not be looking up much. However, if for some reasons a bigger gap is advised not too sure if it will look like it's incomplete.

    For Type C1a there is no false ceiling at the living and dining areas. There is a false ceiling just at the entrance of the main door and along the passage way to the bed rooms though.

    False ceilings could still be constructed at the living and dining areas but the ID would have to hack the wall to lower the air con. Alternatively, perhaps you can run the wire down along the wall which might be strategically hidden in the false ceiling. I am not in ID line so best to explore that with your ID.

    Good morning. Missed your post about leaking water heater. Thanks for the tip with the old newspapers:-))

    Btw, for those who are doing cleaning up remind your ID/cleaner about the wall mounted mirror/cabinet top in the master bedroom toilet (and the 6inch wall above it). For mine it seems like the top was omitted by CDL's cleaning contractor. It has 2mm thick of soot and dirt sitting on it. Also, for those light points that come with a dimmer, the Residents' Handbook says that the dimmer needs to be replaced with an ordinary light switch if you intend to use energy saving bulbs or ceiling fan. The electrician said the dimmer will cause the energy saving bulbs to blow or the ceiling fan to be faulty.

    Quite sure will be NO. He will tell you BCA regulations, safety... etc. Remembered that they mention the yard opening should be free from obstructions and even objected to roller blinds to prevent rain from coming into the yard. We were ridiculously recommended to move the washer into the store room or toilet if we want to keep it dry.
    I think as long as no protruding out of the window just go ahead. Already seen some units installed at their yard

  106. Agree with Anon6. As long as it's not protruding outwards should be okay. Blk 61 unit 09-01 has moved in and already using an "accordian type" hanger but it is positioned such that when extended it is within the backyard area.

    I am installing a similar one and am not consulting the management office about it as it's not protruding outside to spoil the facade of the property or does it block any air circulation as it's high up near the ceiling.

    Thanks for the great news man. I would certainly explore installing the roller blind. There is one roller blind system in the market that has the left and right sides of the blind fastened to move along two steel wires so it would not flap in the wind. It could then be rolled up and down by turning a metal bar attachment manually. The system looks very much like the electrically controlled roller blind system except that this is manually controlled. It is also the system condos install in lift lobby for each floor to prevent rain from lashing onto the lift lobby floors and main doors of the units near the open windows of the lobby. No idea about the cost though.

  130. Today got all roller/venetian blinds, nite/day curtains all up. For those who are thinking of venetian blinds for the master bedroom toilet you may wish to tell the contractor to install the rod for lowering or raising the blinds be installed on the left side instead of the right side. Otherwise like me, now have to climb all the way into the right side of the bath tub just to lower or raise the blinds. What a horrible mistake and would have thought the contractor would have known better.

    The young boss who took the measurements is now in reservist and his admin staff said that all the holes drilled into the top bar holding the blinds need to be shifted and re-done which means the whole piece has to be replaced.

    I have not paid up yet (only paid $100 deposit for all blinds and curtains) and waiting for a reply from the young boss. Frankly, I find their handwork excellent except for this oversight. The young boss was also very good in colour matching and colour coordination such as shade and tone. For my master bedroom he suggested the right tone grey for the night curtain with a very matching light grey day curtain (was chosen in May). It turn out rather elegant. The toilet blinds of a nice leaf green with light sheen also went very well with the green tiles on the wall above the bath tub. For a lady's bedroom the choice of the pastel gold tone with matching day curtains turns out sweet and bright without being too girlish.

    Can you share and pm me his contact? Though my ID will advice on the color scheme and color coordination, I am open for a second opinion. Besides, i have yet checked out any curtain suppliers. Must go and see your new home before i start the renovation.

    I too saw one big 8-inch rat running around BLK 63 yesterday evening. Had just sent an email to the Livia condo management property manager Mr Eddie Teo for urgent help to eradicate them.

    The size of the rat points to families of rats with nests around Livia. Rat faeces and urine post a health hazard especially to young children and the elderly. The infestation would also destroy trees and plants as rats are known to reproduce very fast with each birth giving up to more than half a dozen tiny babies.

Was actually recommended by a lady friend who had used his services for a number of years.

    You are most welcome to visit but pai seh pai seh - I did not do any reno. It's simple decor. Also will not do decking at the planter areas and my bay windows yet until the two blocks of NV in front of my unit are up. The dust is rather overwhelming. Dare not open any windows during the day and have to depend on the air con for the time being other than the occasional times in the evening to air the place. The thick dust will destroy the curtains and blinds installed, and any decking now would mean daily maintenance of the planter areas because of the thick layer of dust.

    Wanted to badly do the gate at the main door so I could keep door open for some fresh air with minimum dust. But will only do gate if the design is changed or after I get to see the sample.

  139. The liviagrove FB page is NOT an official site by CDL or Livia Mgt Office, it is maintained by someone in his/her own personal capacity. That owner clarified that he/she was just providing help by addressing some queries & concerns. Hope this helps.
