ReplyDeleteI just got back from the Livia site and was informed by one of the workers that TOOP is in about 10 days' time. By the time we receive notification from the lawyer's, it'll probably be about 1 mth. Just hoping that CDL does away with the initial phase 1 & 2 TOP plan. *keeping my finger crossed*
I hope so but unlikely phase 1 and 2 together! I can see that they are still working on block 69, 71 and 73 especially those stacks facing elias terrace and elias green condo. There are many units' windows still covered with the plastic film.

Unknown to her, I too have purchased a unit there as well. The lights in the units remain unlit at night(I can see Livia blocks from where I live). So my qn is.. Was this neighbour lying? If only she's not... Zzzz

I also called Architects 61 which is the architects in charge of the project. No explanation given, told to check with CDL. They are all fearful and refuse to give any answer.

ReplyDeleteI think it may mean that TOP could be issued soon for Phase One as the modifications approval requirement as been waived by BCA after inspection by BCA. Not sure too as I am not in the building line.

ReplyDeleteThe modifications are likely to be external or the internal of non-purchased "units" such as the club house and other facility areas. Buyers would have to be informed if the modifications affect their purchased units although I am not sure if buyers' permission need be sought if the modifications are minor and not affecting the floor area.

It is good news! The TOP inspection would normally take only a day with the help of the external licensed professional engineer who would have done the various checks and certifications before the BCA officers do the inspections based on the professional engineer's certifications.

ReplyDeleteThis is my first time buying a condo and I felt so let down by CDL. I don't know if buyers of other condos in S'pore also had their "expected date of TOP" delayed by so long. The initial expected TOP date for phase 1 was Q1 2011 and subsequently postponed to Q2 2011 as shown on their website. Now it's almost end of Q2 and there is still no news of TOP. This is certainly not in line with the slogan on CDL's website "Dedicated to surpassing expectations"!!

ReplyDeleteYeah I suppose it cuts both ways. When I bought Amaranda Gardens at Serangoon Ave 3 some years back the TOP was also supposed to be 31 Dec of that year. There was no prior notice from the developer (Keppel Land) and suddenly in the 3rd week of June that year I received a letter saying property tax was to be borne by me immediately and maintenance fees in a week's time. I could only shift in after two months bcos I was not ready at all. This time round was better for me in that I started planning in April but was careful with the expected TOP date. However, I was also caught by buying furniture in April but fortunately the seller was understanding and had postponed delivery from end May to end June and now to end July..hopefully no more postponement.

Mine's also in phase 1 & I try to drive past the blocks everyday. Nope, no one seems to have the keys yet ); I can only pray I won't need to delay the delivery of my furniture again I am pretty sure I won't get another extension this time round... Seems like there's a good reason why CDL doesnt seem to be winning building awards since 2008. Wonder what can possibly be so wrong with the structure of Livia that the authorities simply refuse to issue TOP.

CDL does not give out keys during that month - had that experience when we bought Savannah CondoPark. Unless of course, they are not as superstitious now.

For those who do not wish to shift during the Hungry Ghost month they could at least begin reno work first. Mine is blk 63 under phase 1 and had to twice postpone delivery of furniture. My unit is in block 81. So frustrated, have already paid them for the phase before TOP in May, thought June will surely bring good news but hopes fading like mad.. I hate this feeling.. Hope CDL has used this long delay to prepare the letters for issuance to the various law firms so that we won't have to drag until the 7th month!!

Well, the key to power up all our hearts is the keys to our Livia units...further waiting will lead to heart losing power liao;-)). For those of us who might not have a place to stay perhaps can gate crash into Livia to camp there ;-) - just make sure we occupy the pro-rated floor space we had paid up for so far hehe. ReplyDeleteFrm the traffic light junction of Pasir Ris Drive 1 and Pasir Grove - about 10 min, leisurely walk; about 8 min for a slightly hurried walk. After crossing over from junction walk slightly to the right and cut through the HDB flats just before the bus stop. You will pass by a play ground like an open small badminton court. Continue walking pass this and you will hit a small road that leads out to the main road and to your right you can see the MRT station.
ReplyDeleteIncidentally, do note that there is a shuttle service from the two bus stops opposite Livia (in fact it stops at every bus stop along Drive 1 if you ring the bell) that loops from Ikea, Courts and the Giant supermarket on weekends. So dear Liviates will have no shortage of weekend escapades for some good and value-for-money Swedish food at Ikea, esp if you do luv Swedish fare like meat balls and jumbo chicken wings, salmon or pasta;-)

ReplyDeleteHey just walk out of Livia's main gate, turn left & go straight on the (pavement) until you reach the traffic junction(main road) where you cross over to the opposite side where the HDB blocks (facing blk 81) are. Carry on walking on the pavement until you reach the traffic junction just outside Elias Park Primary. From there you should be able to see the MRT tracks. Just cross that junction and walk towards it using the pedestrain path. Don't try to cut across the blocks or multi-storeyed carparks with prams as the land isn't even, there are countless kerbs & blindspots. Of course if you are no pushing prams, cutting through the blocks in a 2 o'clock direction once you cross over to the HDB side :)

ReplyDeleteSince the TOP is already delayed, we should probably think about what CDL is going to do about those defects which BCA has waived. Let's not forget to make them rectify the necessary before they hand over the keys to us. At this point in time, we don't even know what are the defects ! Looking at the way they handle the delay in TOP, which no explanation or apology is given, they would quietly walk away after handing over to the MCST. As individual buyers we may not be able to do anything, but collectively as 350 or so purchasers under phase 1, I'm quite sure we can make they pay !

ReplyDeleteBy right the expected TOP is end Dec 2011. So they are not wrong. But once we get the keys, we can inspect and demand CDL to correct any defects until we are satisfied.
ReplyDeleteHW is absolutely correct. But wish that CDL's PR have been better. It could have given an update on its website at least with a more likely TOP date or say something regarding the delay despite its notification of an earlier TOP. Do hope the BCA waiver is for design modifications of non live-in areas and not due to defects. The MCST that will be formed by Livia residents subsequently would need to be sharp with the inspection esp of exterior areas and firm on proper rectification works from CDL for any defects identified. It would cost all Liviates a bomb if costly defects are not identified during the warranty period.
ReplyDeleteHeard from a friend who bought a condo in the past, after TOP, you have 1 yr to check for defects and to inform the developer (by way of an official letter). One year after TOP will the completion of the purchase.
ReplyDeleteYes, collectively we must still let CDL know that their communication of the progress of the construction is terrible and unacceptable. It is better to for them to estimate a later date of TOP if there were problems at the work site than to give false hopes. Buying a condo is a big thing to most people and moving home takes lots of planning. Personally, CDL screwed up my holiday plans. If I had known that TOP is going to be Q3 rather than Q1 after CNY (as informed by their staff) I would planned my vacation differently.
Well said. CDL is supposedly a well-established leader in property development but its customer service is downright hopeless. Since we received that letter notifying us that TOP will be issued in April, we have all been waiting helplessly. No explanation for the delay ever came. We pathetically called them to enquire about the status as the days, weeks & months lapsed. Shouldn't CDL take the initiative to update us? Did it matter to them how the delay might have affected at least 300 odd families. We made such a huge purchase and yet we have to be subjected to such an unpleasant experience. It is no wonder we are now starting to worry about finding defects or even inferior fittings in our units and in the event that this really happens, can we trust CDL to do the necessary rectification for us properly & promptly? Right now, we can only take one step at a time...
ReplyDeleteCDL only update the TOP webpage every quarter. The last update was as at 31 March 2011. Next quarter update will be 30 June 2011 or maybe 1 July 2011. We shall see the status from there.

ReplyDeleteI hope to move in before the chinese 7th month, even if there are minor defects, i'm ok. if not, i have to wait till september even if cdl issue the keys in august, don't think i will go open the door, rather wait till chinese 8th month. hope cdl can see our comments on this website and try to help us customers, i'm sure one of the reasons why we bought livia is because of cdl's quality product, otherwise we might have bought oasis at elais instead, which cost less. ReplyDeleteThanks for the update, I have made arrnagements to move to relative's house. Existing furniture spread over 3 relatives' house. No choice but to beg them to help 'cos already sold existing flat, need to move in August but arranging earlier 'cos cannot move during chinese 7 month.

you can store at Extra Space as well. the rates is pretty good and the storage comes with air-con and non A/C.

ReplyDeleteThis is my first post and I came across this blog only 1 week ago and have been dutifully following this blog daily since. Just like you all, i'm eagerly anticipating TOP as all the furniture are waiting to be delivered in July... (bought them during GSS lah!!) not too sure if I need to postpone them again, very annoying. But there is light at the end of the tunnel. I finally managed to get a reply from Jenny and she says as follows:
There is no delay to the TOP. The inspection has been carried out by the authority and the TOP is pending the authority’s approval.
We have been advised by the consultant that the TOP is expected to be issued around end of this month June 2011, subject to the authority’s approval. Thank you.

ReplyDeleteThere is no delay to the TOP?? Yes, there is no delay to the TOP as far as the original expected TOP date of 31 Dec 2011. In so far as the new estimated TOP date of Apr 2011 in their official letter, it was way, way, way off the mark. With that disclaimer again, CDL might as well say it is not sure or that TOP is as and when it is approved. What a no brainer response. But really thank DY for the good attempt at soliciting some response from the CDL. At least we can be cautiously hopeful as 30 June is round the corner in 3 days' time.

All those who had called to ask about the TOP date had heard this " subject to the authority’s approval" disclaimer many times. Basically, CDL is passing the ball to BCA BUT they forgot that their staff did give false expectations of earlier TOP dates.
ReplyDeleteI had also been told that even after TOP is issued, a few weeks are needed by the lawyers to prepare the necessary documents before key collection can commence. So don't place your hope for moving-in too soon.
I'm also one of those affected with "no place" to stay.
If it really takes CDL few weeks after TOP to get themselves organised just to issue letters to our lawyers it would be an indication of their bad service standards. All letters are standard letters to purchasers' lawyers and I would have expected them to be prepared in soft copies by April 2011 since that was their own estimated TOP date. Even if they are not ready by TOP time, how long does it take to type in the individual purchaser's name and lawyer's name for 300 plus units for the first phase? Not more than a day's work....

ReplyDeleteHi Livians, I am back! I was away for a couple of weeks and then was down with fever (super nasty bug) for almost a week. Anyway, I am so glad to see many comments posted despite no further updates by me!
ReplyDeleteI am in phase 2 but I share the same sentiment as many of you as my enthusiasm has peaked and gone down hill and hit rock bottom. I haven’t talked to my ID for more than a month and he probably thinks that I am not interested anymore! July is around the corner and there is still no news from CDL. As suggested by someone, perhaps we should send CDL a link to this blog so they know how frustrated and helpless we are and how HOPELESS they are!
The delay in phase 1 TOP is likely to have some impact on the TOP date of phase 2. It is not likely that CDL will TOP phase 1 and 2 together given Livia is a big development of over 720 units. I seriously doubt that CDL has the resources to TOP 724 units at one go! Let’s hope that I am wrong!
As many of you might have already known, CDL will need about 2-3 weeks to process the handover documents upon TOP is obtained. Then their lawyers will work with our lawyers on the notice to take possession before we can make a booking for key collection. So, IF TOP is obtained by CDL says 1 July 2011, it will take a good 3-4 weeks which will be end of July before phase 1 owners can collect the keys!!! IF this is the case, Phase 2 TOP is likely to be in August or early September liao! Let's hope that I am wrong AGAIN!
The look and feel of the buildings haven’t changed much since my last photo update. Anyone wants to see anything in particular?
Someone asked me what camera I used for the photos and what brand/model I would recommend for a DSLR Camera. Sorry man, I am not a photography enthusiast and I only use idiot proof cameras :-) The earliest photos were taken by a Casio exilim EX-S10 and the latest photos by Sony NEX-3. As you can see from the photos, the latter is better which i think has DSLR quality!

One thing I have noticed is that Blk 71 (the one right at the end nearest to the Active Zone) has no more blue cover on windows and no more cables dangling outside. Noticed this since Monday, yesterday.
Hi HW, you are right! All the blue plastic films had been removed. Now that you mentioned it, I also realised (though I have been sleeping) that they have stopped working overtime since last week. It seems like phase 2 blocks have been completed as well!

But maybe what we can all do to take our minds off the long wait is to plan for our renovation, choosing an auspicious date to move in, logistics arrangement etc.... that will lessen the frustration to some extent.

Secondly, i cannot understand why CDL cannot give us floor plans with dimensions, rather than scale which is so inaccurate, while this is available on the HDB website! Last thing i want to do is buy a big fridge and find out it cannot fit in the space because there is a height limitation.

Btw, it appears that the TOP process is going on full swing in the sense that lot of sub-proceses and approvals are getting cleared. Check this out for yourself by going to the BCA website. Instead of entering the Proj. Ref # in full, just enter A1252-00612-2004% and you will see that even as of today (28June) some approval process was completed.
Here's hoping that TOP happens by June 30th.

I checked with CDL, but they claimed that we can only do so after obtaining CSC! How to hack wall only after CSC when all renovation as been done on TOP??? Any advise from anyone?

ReplyDeleteI am afraid CDL could be correct. For my previous condo's backyard I could install the windows (though it did not involve any hacking of walls) only after the legal completion and after the inspection. Perhaps you could double check with ur conveyancing lawyer or BCA?

It had not only done many purchasers a great disservice but had tarnish its own professionalism. Qualifying its estimated TOP date of April 2011 by the phrase "subject to approval"

Am I speechless too? You bet. From now on I will treat all notification, news update or letters from CDL as lunacy in progress and will ignore them until actual TOP status given by BCA. Have already informed the supplier for the furniture I ordered in March that delivery will have to be postponed indefinitely because CDL has been terribly unprofessional and tardy in its handling of the TOP estimation, period. it's a big joke...estimated TOP Qtr 1 2011, then Apr 2011, then Qtr 2 2011, then May 2011, then June 2011, then July - Aug 2011 and "pending approval from authorities"...meaning as a developer dun trust its estimation whatsoever. The greatest joke of the century.

ReplyDeleteFor Livians who bought Type C1a, do note that the fridge area next to the stove is not too big. It's approx 88cm width by 60cm depth. However, you can afford to have a fridge that is about 70cm depth except it will be slightly protruding from the alignment of the stove area by about 10cm which will look quite ok to me. Note that the power socket is located at the back wall (not the right wall) quite high up. Do give enough leeway for width of the fridge (suggest cannot be wider than 80 cm) so can hv some "breathing" space for dissipating heat from the motor and for easy moving it into the tight area.

Looking at the way it goes even Aug 2011 is, as the Cantonese saying goes, "dong kor sui", or "colder than water" (meaning tough luck). Good thing my landlord didn't chase us out. We actually gave tentative notice of moving out to be May/June, then changed to June/July, then now to July/Aug and hopefully not Sept/Oct. What a fine display of ludicrous and lunatic unprofessional public relations by CDL. Least it could do is to issue a letter of apology for its ridiculous notification of revised estimated TOP date sent to us in Feb 2011.
ReplyDeleteFrom the display in CDL's website seems to be there is no longer phase I and II different TOP it will be all at one go. Anyway it doesn't make sense to have two TOP's cause the authorities will do checks all at one go. How can you certify one part of the building ok and the other part not ok yet... does not make sense..
ReplyDeleteYou could be quite right about phase 1 and 2. Another big joke is under the column "APPROXIMATE PERCENTAGE COMPLETED" (on the CDL website) it states only "95" % completed to date. And they could send us a notification of an estimated TOP date to be Apr 2011?? It sure blows my mind on the incredulity of it all.

We hav already sold our hdb in April hoping for the TOp since then we have shifted to 2 houses on short term because we didn't know the actual date of TOP. Now our lease expiring in mid july. Guess will have to look for a 3rd house for short term. This is th most difficult phase of my life. Now God alone can help us and get LIVIA to TOP faster..

My landlord has got so fad up about the time-and-again extension and the 3rd one was the last she would allowed. The unrealistic, unreasonable forecasts for the TOP given by the so-called consultant time and again have also become abundantly apparent from the emails. Anyway, the status had not changed since then until 30 June, that is, the very last date of the previous TOP forecast. Then the bombshell dropped on this day – the forecast is now July to August. Imaging if you are a customer, after having such a long wait and eager anticipation, what will you feel?
I thought no predicaments of any others can be worse than mine. Apparently not. In a attempt to see if there are other sufferers, I Goggled yesterday and found this blog, set up to show specifically the progress of Livia by an enthusiastic buyer. The blog attracted a number of buyer-visitors, especially at the time when TOP was forecasted to be in April, in a letter they received . The excitement and enthusiasm of these buyers, just like me, faded along with the month-to-month delays. What came are the frustrations and pains, and the scrambles to resolve the situations. And indeed the nightmares of some of them are worst than mine. ReplyDeleteAt the receiving end of the updates provided by your customer service staff, we can’t help but feeling that the truth stage of affairs for the TOP had been constantly hidden or withheld from us as the customers. Just today (30 June), a 2-week forecast range of mid to end June, has turned into a 2-month range of July to August. When probed? – sorry, no information is available from the consultant! (I pity the customer service staff who take the heat). It just doesn’t look fair to treat a bunch of customers this way, whose lives have already been turned upside down after such long delays. The next fear for us is, when August ends, will there be a September to October forecast?
CDL is a reputable and responsible company. I think many folks bought their properties offered by CDL with that faith. The mission towards customers is also very clear: To offer quality and innovative products, unsurpassed service and value for money. It may be true for other property sales by CDL, but for Livia, the writing is, sad to say, clearly on the wall. The approach taken here, apparently, is to disregard the problems and anxieties faced by us, the customers, choosing instead the cold and simple official responses, since anyway CDL is protected by its legal right, that the TOP can be as late as Dec 2011. But then, where is the sensitivity, where is the empathy, and where is the unsurpassed service?

ReplyDeleteCDL needs to understand that it is not just bricks and mortar but the human and humane touch that sets a business entity apart from the others. While they are under no obligation (legally or otherwise) to send out an apology letter, just a short note like 'Pls ignore our earlier letter about estimated TOP in April. The TOP process has been delayed, you will be informed about the actual TOP date in due course' or something to that effect would have earned them a lot of brownie points and goodwill. Sadly, due to their incosiderate attitude, they have lost people's trust in them.
This is something no amount of fancy amenities and go-green efforts can replace. Sorry CDL, you just lost it and how!
Agreed with CS! I can't believe that a reputable company such as CDL chooses to keep quiet and do nothing about the delay of TOP process especially when they had earlier sent out letter about estimated TOP in April. Perhaps most of us call to inquire about the delay but none actual wrote in or approached the right channel to attempt to voice the complaint (like TST did). I don't know may be some did. I feel that it is CDL’s responsibility, in their own interests, to actively seek out buyers like us to ensure that our opinion’s can be heard especially when estimated TOP becomes a moving target.

Wah... I just checked the BCA site and now the status of Appln for TOP is suspended! What does this mean?

ReplyDeleteIt seems that a TOP Application is suspended if the prerequisites for TOP are not complied with.
At this juncture, I think CDL needs to be more forthcoming with information about this matter. It must be quite serious as the same document mentioned that TOP may still be issued when:
• outstanding requirements are minor
• written directions not fully complied with
• minor deviations from approved plan
• building works not fully completed
There is also the clause "provided the above are not of a serious nature and do not jepoardize the safety of persons occupying the building"

ReplyDeleteCDL's 'city square residences', which also had TOP in two phases, at one point had their TOP application updated as ' suspended' on BCA website and after 7 working days it was issued TOP.. so i guess another week of waiting!!

There is an application by CDL for a BCA site inspection and has a "Request Replied" in the BCA website dated yesterday 30.6.2011 about 1530hrs. The TOP application status was then changed to "Suspended", same day at about 2030hrs. Could it be that the TOP application is now suspended bcos of the impending site inspection?

To alleviate the frustration we need to change focus on the day when we could finally take possession. Treat the terrible disruption of our lives as a lesson well learned for putting our trust in the professionalism of a developer that had fallen way short of expectations. Let's keep ourselves in good spirit despite the disruption so that we could help our family members get through this disruption. Will take this as a good way to help me better appreciate the blessings of the day when I finally could take possession of a beautiful home.

ReplyDeleteI drove in front of LIVIA(the barricade is removed now) during lunch time today and saw group of workers coming out. Some of them had drilling machines and other electrical equipment in their hand. it was more than 15 of them.

Anil, I don't know which barricade you are referring to but the barricade blocking Pasir Ris Grove from Pasir Ris Street 52 still stands solidly there today. It's so frustrating driving past.. seeing the multi-storeyed carpark all lit up but gate shut tightly..

CDL has submitted the TOP request for the whole project instead of just blocks initial under Phrase 1, such there is 1 application that said "Request Replied" by BCA which is application for the whole project and 1 that is "Suspended" which is application for those blocks under Phrase 1.

ReplyDeletehey thanks our livia for the latest photos..Although I feel that its not the BCA's fault. Im sure there might be some issue with CDL and some minor construction mistakes thats why first they have not approved the TOP. CDL is a pioneer in construction business, I believe they should have taken care better as so many people blindly believe the Brand name CDL. Yesterday drove past livia and saw some workers putting steel plates on the sides of the pavement at the main gate. I guess this was missed initially and is being rectified now. even the steel spots helping the handicapped people were being put. Ideally this should have been taken care of in the beginning only. ANyways no point gettin frustrated now. Lets hope to get the good news asap

ReplyDeleteAs I have mentioned in my earlier comment, they delay was due to some safety features.
On my email to CDL corp comm, I received the response the next day. I asked if it was an official response that I can post it on this blog, but I've yet to receive the confirmation.
ReplyDeleteAnyway, I find not such need to print the exact response here, as it is of no better help in our understanding of the situation. No explanation was given to the reasons for the recent drastic delay, though they said they are fully aware of the inadvertent impact on homeowners, and that they are as anxious. The TOP has been under their close scrutiny and they are keeping a watchful eye on its processing. They hope it would be in July.
The response was given by an Assistant GM and Head of Customer Service & Admin of CDL. In my response to her, I reiterated the unrealistic forecasts and the lack of information being the cause of high anxieties among us, that CDL should be responsible enough to let go the information we deserve to know. Let's see if CDL would accede to our request.
It is heartening to note that CDL is indeed concerned about the delay in TOP, hope they come back with a good explanation for the delay.

Thanks a million TST:-)). At least it does help assuage some of our dissatisfaction with CDL's cold, standard and distant official replies to earlier queries by Livians. As some Livians are badly affected by CDL's way-off the mark TOP estimation, let's hope it will now speed up rectifications work to meet BCA's requirements for the good of all parties, and not leave just a "remnant" work force at Livia to handle the dire situation.

ReplyDeletePersonally I feel that this is just a 'PR' reply from CDL. I too have my earlier dissatisfaction with them. They replied to my first email, but subsequently ignored me when I provided them with more info to my complaints and requested them to investigate further.
